The regionals dress was literally just a ‘plain canvas’ where trimmings and a petticoat were added. So all you need to do is buy a piece of black ribbon and sew this by hand around the waist. I’d ignore the halter-neck strap unless you know what you’re doing! For a more casual interpretation of her dress try this from Target.
